A vessel lingers near your cable. Its owner sits two companies away, and an agency you cannot see supplies its crew.

Since 2022, cables and pipelines in European waters have been damaged again and again. Sanctions now apply to anyone who owns, manages, finances or insures a vessel. Since 2026, operators of critical infrastructure must show they manage this risk.

Most of the information you need to see it coming is public. There is more of it than any team can read.

Threats at sea start on shore.

A threat becomes visible on a vessel, but it is built somewhere else. The vessel is owned through a company registered in another jurisdiction, managed from an office, crewed through an agency and moved by logistics partners. All of that is on paper long before the vessel reaches your waters.
